The Elephanta Island is listed as a World Heritage Site and required a site management plan. This is to ensure that development of facilities provided to tourists are free of vandalism against the monuments, along with cultural resource management and architectural conservation. Until recently no particular agency was in charge of managing one of the most important civic functions that is sanitation and conservancy. The planning entailed negotiating with various stake holders such as shop owners and residents that are affected by the development.
INTACH commissioned MO-OF the first phase of the work which included designing a jetty area where the tourists arrive, an open air amphitheatre for festivals held at the island and a toilet block.
